Not to be a wet blanket, but a number of members of Congress have sent letters to the FDA demanding that they fulfill their obligations to get that little chore completed, and so far, nothing has happened. Since Congress controls the purse strings as far as the FDA is concerned, if that didn't rattle their cage, I doubt that they're going to lose any sleep over at the FDA over an internet petition.
IMO, the FDA is a perfect example of a bureaucracy totally out of control They do pretty much what they want, when they want, and they don't answer to anyone. When Congress calls them on the carpet, they show up and pretend to be apologetic, and then they go back to their plush offices and continue doing whatever strikes their fancy.
