Shepherd's Pie

1 pound lean ground beef (or turkey burger)
1 and 1/2 cups homemade beef broth
1 tsp freshly ground black pepper
1-2 garlic cloves pressed (more if desired)
2 bay leaves
2 whole cloves
dash thyme leaves
1 cup sliced (or diced) carrots
1 cup sliced (or diced) onions
1 cup sliced fresh mushrooms
1 cup diced celery
1 cup whole kernel corn
vegetable oil spray
1 and 1/4 tablespoons sweet rice flour
1 pound cooked and diced potatoes
1 tbsp DF butter or Ghee
1/2 cup DF milk
1 tbsp chopped chives

Brown beef in a skillet over medium-high heat. Drain excess fat.
Add 1 cup of broth, pepper, bay leaves, cloves, garlic, and thyme.
Cover and simmer 30 minutes.
Add carrots, onion, mushroom, celery, and corn.
Cover and simmer until vegetables are tender.
Preheat oven to 375.
Take a 1/2 of beef broth and 1 tablespoon of sweet rice flour and make a slurry,stirring constantly, to make a smooth paste.
Add to beef and vegetable mixture.
Simmer until slightly thickened, about 5 minutes.
Mash potatoes with DF milk and DF butter or just use chicken broth, omitting the milk & butter.
Fold in chives.
Place the meat mixture on the bottom of a casserole dish. Top with mash potatoes.
Bake 10-15 minutes and serve hot.
