HTML stands for HyperText Markup Language, and it used to be the primary language used to create websites. It is handy for embeding commands within a post, (such as re-defining the font, colors, etc.). It is also what Grannyh used to post those two pictures, yesterday. It's just a type of computer code.
If you disable it, you won't be able to see the effects of HTML, in anyone's posts, (such as images, for example). If there are a lot of posts using HTML for large files, such as images, then deselecting it will significantly speed up the rate at which theads are loaded into your computer, so that you won't have to wait while images are loaded, for example.
