Kind of scary - I'm thinking - ban. If he/she is ligitimate, they will register again. Too many variables.
PS - I went through the admin module and found their information - how can you tell they registered from Moscow?

You can determine where the registration was made by looking up the registration IP address on the DNS Stuff site. Every members registration IP address is listed in their profile, at the bottom of the first catagory, (Registration Information). It's a feature I added after we started getting all those spam bot registrations.
He never activated the account, so I presume that he probably listed a fake email address, so he never received the email from the system which would allow him to activate the account.
I've considered adding a notice in the registration form to advise new registrants that a confirming email would be sent to the email address they enter, but then I decided that legitimate members would enter legitimate email addresses anyway, so why tip off spammers so that they could successfully register and activate their account.

Leana123h7 may be the same joker, (Afganistan flag), but this time he registered from Hartsdale, New York, (a completely different IP address).
If these guys ever start entering authentic email addresses, so that they can activate their accounts, we may have to change the account activation option from "User", to "Admin" in the ACP. That way no one would be able to activate a new account themselves. All new account activations would require admin approval.
