I believe the problem has to be in your browser setup, since your emoticons are fully animated on my monitor.
Look for "images" in your browser preferences. (In Mozilla, it's listed under privacy and security). You should be able to find an option that says something like "animated images should loop", and the choices should be something like "as many times as the image specifies", or "once", or "never". Select the first option, "as many times as the image specifies".
That has to be the problem, if graphics are working outside your browser.

go down to
Multimedia
make sure Play animations in Web pages is checked - if it isn't check and then reboot.
