I wasn't able to locate the bill on the internet, but according to usually-reliable sources, the Pennsylvania General Assembly has introduced a Celiac Testing Act, that would require that all children aged six and up, be screened for Celiac Disease. As written, the bill would be funded by the Pennsylvania Department of Health.
This could be the first breakthrough toward alleviating the totally intolerable diagnostic rate for celiac disease, that currently exists in this country.

It is suspected that some of the hardest material known to science can be found in the skulls of GI specialists who insist that diet has nothing to do with the treatment of microscopic colitis.
It is a first step!!! Isn't is also in Italy, that all children are tested for gluten intolerance?
I have no prove for it and no idea if it is true and I can only speak for my country, since I know that one best. I have the presumption that somewhere politicians, food scientist, health care researches or who more, somewhere, down there know that it might be possible that there are more people intolerant for gluten, than what now officially is acknowledged. And also that maybe diary is not that healthy as what normally is said. But together with meat (the bio industry), dairy and wheat are the pillars of the Dutch food industry (at least for the bulks) so therefore there is a lot of money involved, interests of different parties. If this could be true, the fundaments on which the food industry is build is wobbling and ooeeehh that would make lot of people could quite nervous.

I believe you are correct - all children in Italy are screened for celiac disease by the time they reach 6 years of age.
