Yes, it's leaving minerals available to them at all times. Unlike humans, animals can sense when they need certain minerals, and they will automatically eat the right amount if it's available to them. I don't know if this is true for all animals, but it sure works for cattle. In the wild, you can find natural salt/mineral deposits in the soil in some areas, and you will notice that deer, elk, etc., and no telling what else, come to dig there and lick the minerals.
