Ultrapure Cosmetics
In an effort to stay clear of all glutens, I have been doing some searching for safe cosmetics. I did see a few different topics regarding Personal Basics and I may place an order with them soon.
I also found UltraPure Cosmetics. I don't know if it has been mentioned on other threads or not...did a search and didn't see anything so I thought I would mention it. Their shipping rates aren't too bad either. The link to their site is: http://www.ultrapurecosmetics.com/
I emailed them inquiring about gluten and soy because some of the products don't mention whether they are safe or not. Tracy emailed me back within the hour with this reply:
Hi,
All products are gluten-free, most are soy-free. Products that have soy are;
Pave Diamond Body Shimmer
Maximum Moist Lip Treatment
Mineral Concealers
Hope that helps!

I've ordered my make-up from Everyday Minerals, except for any lipsticks. They're very reasonably priced and will let you try samples. Here's what they told me about gluten and soy:
For lipsticks, I've ordered from Afterglow Cosmetics. http://www.afterglowcosmetics.com/lips/
http://www.everydayminerals.com/Thank you for contacting us. The Tocopherol (Vitamin E) used in our Lip Balms and Glosses is derived from Soy. Other products that do contain the Tocopherol are the Pressed Powders. Our products are vegan based, free of carmine, nuts, lake dyes, fragrance, bismuth oxychloride and parabens. Our powders consist of: mica, titanium dioxide, zinc oxide and iron oxides. Our finishing powders vary and some consist of kaolin powder.
All of these products should work well for you, but you may also want to check a gluten list of ingredients to avoid, since everyone's skin is different. And the Product Page does have a tab with the list of ingredients, which you can use for reference before making a purchase. :) Simply select the product of your choice and then select the Ingredients tab at the bottom of the page to view the ingredients for that product (there will also be a Details and Usage Tips tab).
For lipsticks, I've ordered from Afterglow Cosmetics. http://www.afterglowcosmetics.com/lips/

I haven't had much luck with mineral based make-ups but I guess I'll have to give it a try. The good news is that I already have Bare Escentials. Fortunately I haven't had any problems with itching.
I was looking at their organic lip soother. I don't wear a lot of make up but I'm obsessed with keeping my lips protected but also like some sheer color. Especially with this nasty winter we're experiencing up north. It's a bit pricy but I'm finding out many of the substitutions for gluten/soy-containing products are more expensive.For lipsticks, I've ordered from Afterglow Cosmetics. http://www.afterglowcosmetics.com/lips/

I've posted elsewhere about making one's own lip balm with beeswax, shea butter, and coconut oil, but I wonder if one could add color to it to make lipstick? Hmm...
