Most water systems, cities, etc., are constantly nagging citizens to cut down on water use, and conserve water as much as possible. So how do bureaucrats react, when water usage actually goes down in an area? Why they propose a tax, of course, to make up for lost revenue, due to the reduced water use. Hahahahaha. Those bloodsuckers will never change.
